Corp-to-Corp refers to a contract between a Client (AKA End Client) and an IT Service Provider (AKA Implementation Partner). A client usually has an IT implementation project. The IT project may continue for a short time ranging from a few months to 2-3 years. It’s exactly like an office building construction project. If a large corporation decides to have an office building of its own, it would never hire and keep civil engineers or construction workers on their payroll. It would rather hire a contractor.
Unlike a construction project, an IT project heavily depends on computer skilled human resources whose works are mostly intellectual in nature. More often, the End Clients awards the IT project to a company with the lowest bid. That's how the these implementation partners like Infosys and TCS win enormous amounts of projects that they can barely handle with their existing pool of IT workers.
These implementation partners then decide to file thousands of H1B applications to bring cheap workers from India. Because of the lottery system, a large portion of their H1B applications are not even selected. These implementation partners then start BORROWING other H1B candidates from different H1B dependent IT consulting companies.
Therefore, these implementation partners like Infosys and TCS are the MARKET MAKERS for H1B fraud. They create a market where smaller H1B dependent IT consulting companies can SELL their FAKE CANDIDATES with FAKE experiences. The end clients either don't know or don't care as long as their project is completed on time and within budget.
These big implementation partners have created an eco-system of fraud and labor exploitation. General American population can never access that large pool of IT jobs existing in this ecosystem. All these H1B dependent companies don't even hire Americans as there's a risk of their fraudulent activities to get exposed.
